Abstract
The"Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development"place the"Accelerate the Green Transition across the Board"and"Move faster to develop a new type of energy system"at the core of China's modernization agenda.From the perspective of energy transition,the article focuses on the petrochemical industry,which combines high carbon-emission characteristics with a critical industrial role.It takes stock of the achievements and challenges of China's energy green transition since the 14th Five-Year Plan,and examines how the emerging new-type energy system and the dual-control regime for carbon emissions affect investment and capacity expansion,product structure,cost constraints,and energy-carbon management capabilities in the petrochemical industry.The analysis suggests that,against the backdrop of tightening carbon constraints and accelerating end-use electrification,the development space for traditional high-carbon capacity is structurally shrinking,while emerging areas such as hydrogen,CCUS and low-carbon materials are becoming key directions for green growth.Looking ahead to the 15th Five-Year Plan period,the petrochemical industry needs to proactively adapt to the new-type energy system through strategic repositioning,technological innovation,digitalized management and cross-sectoral coordination,so as to provide pathway support for high-quality sectoral development and for safeguarding national energy security and the"dual carbon"goals.关键词
