Abstract
As the global energy transition enters the low-carbon era, coupled with the peak demand for refined oil, overcapacity, and the rigid constraints of the dual carbon goals in China, the traditional development logic of the refining and chemical industry is facing a fundamental transformation.Based on the global energy revolution and the evolution of the industry competition pattern, this paper sorts out the historical positioning evolution of China's refining and chemical industry, and clarifies its new positioning of transforming into a"value creator oriented by greenization,high-endization,and digital intelligence"under the background of Chinese modernization.By comparing the differentiated transformation paths of European oil companies(bp,Shell,TotalEnergies)and American oil companies(ExxonMobil,Chevron),the transformation experiences of"balancing security and low carbon"and"relying on core competitiveness"are summarized.Combined with China's national conditions, five key principles for the transformation of refining and chemical enterprises are proposed:adhering to national strategies,low-cost transformation, establishing before dismantling, differentiated layout, and technology innovation-driven development. The research conclusions provide strategic reference for China's oil companies to resolve structural contradictions and build new competitiveness after the peak demand, helping the industry become a strategic pillar industry serving the overall situation of national modernization.关键词
