Role Deviation and Institutional Adjustment of Village Cadres in the Context of Rural Revitalization:A Case Study of Village C

Abstract
In order to explore the role deviation problem of village cadres in rural governance,this study takes Vi-llage C in Northwest China as an example to systematically deconstruct the ideal expectations,practical deviations,and institutional causes of the roles of village cadres in the context of rural revitalization.The research finds that in traditional rural society,village cadres are expected to serve as intermediaries for policy transmission,traditional au-thority figures,and development guides.However,in actual operations,village cadres have instead become imba-lanced intermediaries,dilemma-ridden authority figures,and alienated guides.Further analysis reveals that complex institutional bottlenecks such as the ritualized operation of democratic elections,the significant mismatch in econo-mic compensation,and the dual marginalization of bureaucracy and rural society are the structural causes of the role deviation of village cadres.Based on this,the study proposes five-dimensional paths for institutional adjustment,in-cluding the reconfiguration of a dual-track election mechanism to activate the endogenous driving force of village governance,the establishment of a tiered compensation system to achieve proportional matching of rights,responsi-bilities,and benefits,the use of negative list regulation and multidimensional supervision to optimize the framework for the operation of power,the implementation of a classification empowerment project to enhance the capacity for role transformation,and the innovation of a governance community model to reconstruct a diverse governance ecosys-tem.关键词
