Precise Orientation:Knowledge Genealogy and Core Essentials of Emergency Management Methodology
摘要
Abstract
Emergency management methodology serves as a critical theoretical framework for responding to public emergencies.The traditional dual structure of"event-management"has led to methodologies that focus on single-link disposal,lacking a grasp of the correlation logic between"risk roots"and"response subjects".This paper systematically combs the diversified knowledge genealogy of emergency management methodologies and proposes a"vulnerability-responsibility"analytical framework.It takes the"vulnerability"of disaster events as the logical starting point and goal orientation of the methodology,and regards the"responsibility system"of multiple subjects as the action carrier and implementation guarantee of the methodology.Furthermore,it identifies the interdisciplinary integration characteristics and refines the"targeted"emergency management methodology.The study shows that this framework integrates the preventive governance logic of"shifting the gateway forward"and the adaptive governance wisdom of"dynamic optimization",which improves the targeting and precision of emergency decision-making and management,and contributes to the construction of a modern emergency management system with greater,systematicness and coordination.关键词
