Abstract
Based on changes in consumer demand for toothpaste functional efficacy and the characteristics of China's toothpaste regulatory framework,this paper analyzes the driving role of regulatory systems in toothpaste research and development from the perspective of compliance-oriented R&D management.It proposes strategies including strengthening regulatory research and communication,establishing a dynamic risk management system,deepening basic research,and reasonably planning R&D cycles,with the aim of achieving coordinated development between compliance management and technological innovation.These measures are expected to guide enterprise R&D activities into a virtuous cycle in which compliance and innovation mutually reinforce each other,thereby promoting high-quality,innovation-driven development of the toothpaste industry.关键词
