Analysis of Work Efficiency and Optimization Strategies for Drug Import Filing at Guangzhou Port from 2022 to 2024
摘要
Abstract
This article adopts a retrospective analysis method to systematically evaluate the work efficiency of drug import filing(DIF)at Guangzhou Port from 2022 to 2024.Through a comprehensive review of the overall status of DIF,measures implemented to improve work efficiency,and the challenges faced,this paper aims to provide a scientific basis and strategic references for further enhancing work efficiency and service quality at Guangzhou Port within the policy framework of the Guangdong-Hong Kong-Macao Greater Bay Area(GBA).During the study period,Guangzhou Port achieved remarkable improvements in customs clearance efficiency,service innovation,quality assurance,and regulatory enforcement.However,several challenges remain,including lengthy regulatory revision cycles and delays in aligning with GBA policies;elevated clearance costs due to insufficient compliance awareness among some importers;a substantial gap in import volume compared with ports such as Beijing and Shanghai;the need to strengthen understanding of relevant policies and consistency in implementation;and intensified differentiated development among neighboring regions.To further enhance the attractiveness and competitiveness of Guangzhou Port,this article proposes the following strategies:accelerating the alignment of relevant regulations with GBA policies and establishing flexible regulatory mechanisms;building efficient communication mechanisms to strengthen risk awareness among importers;enhancing exchanges and collaboration with more advanced ports such as Beijing and Shanghai;and strengthening capacity building to improve overall service quality.关键词
