Abstract
High-quality population development is a crucial issue concerning the overarching strategy of Chinese modernization.It is essential to adopt a systematic approach to planning high-quality and balanced population development during the 15th Five-Year Plan period.China's population has entered a new stage of decline,with declining birth rates and population aging representing the main as-pects of structural demographic challenges.Based on an in-depth analysis of the key trends in population aging and declining birth rates,this study proposes an overall strategic concept:strengthening the implementation of strategies that actively respond to population aging while refining the policies and incentives for boosting birth rates and actively responsding to declining birth rates to promote high-quality and balanced population development.In implementing national strategies that actively respond to population aging,efforts should focus on vigorously developing the silver economy,enhancing policies supporting productive aging,utilizing senior human re-sources,promoting intergenerational support within families,and vigorously developing smart and inclusive elderly care industries.Meanwhile,to actively respond to declining birth rates,well-coordinated and precisely targeted governance mechanisms are recommend-ed,complemented by multidisciplinary research on fertility attitudes and behaviors.A fertility-friendly and family-friendly workplace at-mosphere should be fostered,cost-sharing mechanisms for childbearing,parenting,and education should be optimized,and the"involu-tion"phenomenon and associated anxieties in education and employment should be alleviated.In addressing current challenges of de-clining birth rates,particular emphasis should be placed on reshaping social perceptions—guiding the public to re-recognize the vital role of children in ensuring family continuity,heritage preservation,dream continuation,development motivation,emotional solace,and marital stability.Positive views on marriage and childbearing should be encouraged,with attention paid to family development,encour-agement of family-unit migration patterns,and strengthened fertility protection.To support Chinese modernization with high-quality pop-ulation development,it is necessary not only to enhance population quality aligned with innovation-driven high-quality development,but also to strive to achieve a moderate fertility level and reasonable population structures,establish rational population distribution aligned with coordinated urban-rural development,safeguard demographic security aligned with socioeconomic development and re-source constraints,and expand middle-income groups coordinated with modernization goal—achieving long-term,balanced,and high-quality population development.关键词
