Synergistic effect of pollution control and carbon reduction driven by new quality productive forces and its mechanisms

Abstract

Promoting the synergistic effect of pollution control and carbon reduction is a key link in promoting the comprehensive green transformation of economic and social development,and developing new quality productive forces is an important driver for realiz-ing this synergistic effect.However,existing studies on the synergistic effect of pollution control and carbon reduction driven by new quality productive forces have not provided sufficient empirical evidence.Based on this realistic issue,this study empirically examined the synergistic effect of pollution control and carbon reduction driven by new quality productive forces and their three subsystems based on Chinese provincial panel data from 2011 to 2021 and discussed the heterogeneous characteristics of this effect.From the perspective of whole-process production control,this study constructed an analytical framework encompassing source prevention,process control,and end-of-pipe treatment to investigate the underlying mechanisms through which new quality productive forces promoted the synergis-tic effect of pollution control and carbon reduction.This study also discussed the socioeconomic factors that strengthened the synergistic effect of pollution control and carbon reduction driven by new quality productive forces based on three perspectives:green finance,mar-ketization level,and public environmental concern.The results showed that:① As an advanced form of productive force,new quality productive forces exhibited a significant synergistic effect of pollution control and carbon reduction.However,there were significant dif-ferences in this effect among the three subsystems of new quality productive forces.Additionally,this effect was more pronounced in in-land areas,areas with low government intervention,and areas with low urban-rural disparities.② Mechanism analysis focusing on whole-process production control found that optimizing energy structure and improving resource mismatch were effective pathways for new quality productive forces to achieve the synergistic effect of pollution control and carbon reduction in the source prevention and pro-cess control stages,respectively,while the role of improving the pollution control capacity was not yet pronounced in the end-of-pipe treatment stage.③ Moderating effect analysis revealed that the development of green finance,the improvement of the marketization lev-el,and the increase in public environmental concern could effectively strengthen the synergistic effect of pollution control and carbon reduction driven by new quality productive forces.Based on the above conclusions,all regions should fully leverage the development op-portunities of new quality productive forces,adapt to local conditions,and actively guide and synergistically promote the process of pol-lution control and carbon reduction so as to contribute to the achievement of the"dual carbon"goals.
