"平急两用"实践模式有效破解乡村医疗服务困境
The practical model of"dual-use for routine and emergency operations"effectively solve the dilemma of rural medical services:Taking Lishui City as an example

Abstract
The practical model of"dual-use for routine and emergency operations"is an innovation in contemporary grassroots governance practice in China,reflecting the Party's people-centered concept and under-taking various governance functions such as development and security,service and efficiency.The term'Pingji'in the'Pingji dual-use'(dual-use for routine and emergency operations)not only reflects the concrete practical applications,but also implies a state of social resilience and an orientation toward governance values at the abstract level.This article takes the"Smart Mobile Hospital"in Lishui City as a case study to construct a"coordinated re-sponse"analysis framework to reveal its mechanism of action.Research has shown that smart mobile hospitals in-tegrate service providers,transmitters,and providers,following the three major logics of spatial efficiency,re-source response,and subject collaboration,which can effectively solve the problems of"urgent need for medical treatment","expensive healthcare",and"difficulty in accessing healthcare"in the process of rural public medi-cal services.关键词
