超大城市县域医共体建设的困境与突破
Dilemmas and breakthroughs of county-level medical consortium construction in Megacities:Based on the case analysis of Xiqing District,Tianjin City

Abstract
The construction of county-level medical consortium is an important strategic measure for China to deepen the reform of healthcare system,enhance the capacity of primary health services,and promote the con-struction of the hierarchical medical system at present.However,the application of the policy framework for the construction of county-level medical consortium needs to take into account the characteristics of megacities.This paper took the county-level medical consortium in Xiqing District,Tianjin as the research object.Xiqing District has formed a hierarchical medical system with the characteristics of a municipality directly under the Central Gov-ernment by establishing a"2+2+11"service network and implementing the pathway of"Party and government leadership-digital empowerment-tripartite coordination in healthcare".The county-level medical consortium in Xiqing District has achieved certain results in enhancing the service capacity at the grassroots level,improving health management,and reducing the medical burden on patients.However,it still faces typical problems such as insufficient integration of medical treatment and prevention,limited appeal to patients,and lack of information-based monitoring.This study,through case analysis,proposed three driving strategies:enhancing patient sticki-ness,promoting the construction of an"hourglass-style"service system for urban-district interaction,and strength-ening the overall informatization efficiency of county-level medical consortium,providing an innovative model for the construction of county-level medical consortium in megacities.关键词
