欠发达地区县域医共体政策实施影响因素研究
Influencing factors for the implementation of county-level medical community policies in underdeveloped areas

Abstract
There are more resource constraints in the implementation of the county-level medical commu-nity(MedCom)in underdeveloped areas.To analyze and distill the key influencing factors for the success of Med-Com construction in underdeveloped areas,this paper,based on the survey and interview data,embedded the Mit-ter-Horn model into the"implementation structure-policy implementation-implementation outcome"framework to form the theoretical analysis structure and analysis was performed from both dynamic and static perspectives.Im-plementer preference was found to be a critical factor influencing policy implementation outcomes.In the initial stage of Medcom policy implementation,the policy implementation structure was characterized by limited decen-tralization plus relationship dominance.Key figures with characteristics of policy entrepreneurs were important in-fluencing factors for the initial success of policy implementation.In the initial stage of MedCom policy implementa-tion in underdeveloped areas,it's crucial to emphasize the role of key figures in advancing the policies.Relation-ship dominance should be used to compensate for the shortcomings of limited decentralization.Based on the initial success,the policy implementation structure should be transformed to promote the formation of a long-term devel-opment mechanism for MedComs.关键词
