医联体分层分段帮扶模式对少数民族地区基层急救体系效能提升的实践探索
Efficacy improvement of grassroots emergency medical systems in minority areas through the medical consortium's stratified and segmented support model

Abstract
Objective To evaluate the effectiveness of the"tertiary-secondary"medical consortium's stratified and segmented support model in enhancing the efficiency of grassroots emergency medical systems in mi-nority areas.The"tertiary-secondary"medical consortium's stratified and segmented support model refers to a joint support model where tertiary hospitals lead the construction phase and secondary hospitals are responsible for the operation and maintenance phase.It aims to optimize resource allocation and improve grassroots emergency medical capabilities.Methods Three remote mountainous township health centers within the medical consortium of Sanjiang Dong Autonomous County,Liuzhou City,were selected as pilot units to implement the stratified and segmented support model with the municipal hospital leading the construction phase while the county hospitals re-sponsible for the operation and maintenance phase.The effectiveness of the support model was assessed by compa-ring key emergency indicators before and after the support(from January to December 2021 and from January to December 2024),including emergency response time,success rate of critical illness resuscitation,success rate of cardiopulmonary resuscitation(CPR),and average transfer time for critically ill patients.Results The results showed that after the support,the emergency response time was significantly shortened(from 6.75 minutes to 2.45 minutes,P＜0.001),the average transfer time for critically ill patients was significantly reduced(from 131.5 mi-nutes to 39.1 minutes,P＜0.001),the success rate of critical illness resuscitation was significantly increased(from 88.8％to 95.6％,P=0.005),and the success rate of CPR was significantly increased(from 19％to 56.5％,P=0.011).Conclusions The stratified and segmented support model can significantly enhance the e-mergency medical capabilities of grassroots health centers in minority areas,optimize the allocation of emergency resources,and improve the operational efficiency and treatment level of the emergency medical system.This model is highly applicable to remote minority areas and can provide new ideas and methods for improving grassroots emer-gency medical capabilities in China.关键词
