涉农企业发展数字生产力的政策优化路径探索

Abstract
This paper focuses on agricultural enterprises in the Shaanxi-Gansu-Ningxia Revolutionary Old Area as the research subject.Grounded in Marxist theory of productive forces,it analyzes the current status,challenges,and policy optimization pathways for their digital productivity development from three dimensions:technology,actors,and institutions.The Old Area has developed a diversified industrial structure centered on dryland farming and specialty industries,achieving certain results through technological empowerment and policy support.However,it still faces challenges such as regional disparities in digital infrastructure,insufficient digital investment capacity of enterprises,and an underdeveloped market-oriented mechanism for data factors.The paper proposes that,at the technological level,a digital agriculture technology list and a smart agricultural machinery subsidy mechanism should be established;at the actor level,a"Digital New Farmers"training program should be implemented and leading enterprises should be encouraged to develop industrial internet platforms;at the institutional level,a mechanism for data property rights and benefit distribution should be constructed,financial risk-sharing models improved,and a cross-regional digital economy collaborative development plan formulated.关键词
