摘要

Abstract

Under the"dual carbon"goal,urban ecological environment governance faces challenges such as high carbon lock-in in industries,imbalanced energy structure,fragmented space,and lack of mechanism coordination.Based on this,the four-dimensional governance path of"industry-energy-space-mechanism"is systematically constructed.This framework achieves low-carbon and circular development through industrial digital transformation,promotes clean energy transformation based on a diversified integrated energy system,optimizes land development patterns through carbon emission spatial control,and builds a smart governance platform to improve diverse collaborative mechanisms.Research has shown that the four-dimensional collaborative governance path can effectively promote the transformation of cities from end of pipe control to source emission reduction,and from element segmentation to system collaboration,providing practical guidance for urban green and low-carbon transformation.
