Build a Modern Basic Research System Featuring the Synergy of Free Exploration,Use-Inspired Basic Research and Organized Research

Abstract
[Purpose/Significance]Basic research is playing an increasingly important role in China's na-tional development during the 15th Five-Year Plan period.Building a modern basic research system that compre-hensively supports national modernization has become a key task under the guiding principle of the CPC Central Committee to"strengthen the strategic,forward-looking,and systematic layout of basic research"during this pe-riod.[Method/Process]This paper examines the growing significance of basic research in international scientific and technological competition,China's modernization drive,national strategic needs,and socioeconomic develop-ment in the new era.Emphasizes the importance of distinguishing the different meanings of"basic research"at the policy level and at the level of research activities.This paper proposes that,along two dimensions—the sources of scientific questions and the organization of scientific research—basic research activities can be classified into three modes:Free exploratory research,use-inspired research,and organized research.These modes correspond respectively to the endogenous generation of scientific questions,the application-driven external stimulation of scientific questions,and the long-term,systematic advancement of complex scientific problems.The paper em-phasizes that these three modes are not mutually exclusive research types,but rather fundamental operating modes that are cumulative and can function in coordination within a modern basic research system.[Result/Conclusion]During the 15th Five-Year Plan period,the construction of China's basic research system should focus on five key areas:Ensuring the long-term continuity,stability,and legitimacy of basic research at the strategic and policy lev-els;Safeguarding the structural integrity and parallel operation of different research modes at the level of research activities;Strengthening interaction between the strategic level and research activities;Promoting appropriate role differentiation and collaborative cooperation among diverse research actors;And Improve policies for funding and evaluation of basic researches.关键词
