Goals,Tasks,and Pathways for Improving the Regional Innovation System in the 15th Five-Year Plan Period
摘要
Abstract
[Purpose/Significance]Improving the regional innovation system is a crucial task in the national innovation system construction,also an important path to improve the overall efficiency of the innovation system,support the implementation of regional development strategies,and promote regional innovation development.[Method/Process]This paper focuses on the construction of regional innovation systems during the 15th Five-Year Plan period.It analyzes the progress made in building regional innovation systems during the 14th Five-Year Plan period and systematically elaborates on the objectives,tasks,and pathways for improving regional innovation systems during the 15th Five-Year Plan period.[Result/Conclusion]The key tasks for the 15th Five-Year Plan encompass four dimensions:First,reform demonstration to optimize regional innovation environment and ecosys-tem;second,factor integration to strengthen regional talent,funding,and resource guarantees;third,scenario-driv-en approaches to accelerate science-industry integration and digital-real integration;fourth,open innovation to expand the international network for scientific and technological exchange and cooperation.The primary pathways for the 15th Five-Year Plan include three aspects:First,enhancing central-local coordination and regional synergy;second,facilitating the flow and open sharing of innovation factors;third,leveraging science-industry integration to foster new quality productive forces.关键词
