A Quantitative Study of Provincial Social Work Service Stations Construction Policies under the Three-Dimensional Policy Instrument Framework:Text Analysis Based on 42 Provincial Policy Documents

Abstract
[Purpose/Significance]The construction of social work service stations is a crucial reform prac-tice for advancing the modernization of the grassroots governance system and capabilities,and it serves as a significant lever for enhancing the capacity to serve the people at the grassroots level.Conducting a quantitative analysis of the content of provincial-level social work service stations construction policy texts holds substantial practical significance for improving the social policy system with Chinese characteristics.[Method/Process]Based on the"Policy Subject-Policy Instrument-Policy Objective"analytical framework,this study utilized 42 policy documents related to social work service stations construction and its supporting policies issued by 21 provincial civil affairs departments as analysis samples.Employing content analysis and leveraging the NVivo14 qualitative analysis software,it quantitatively analyzed the selection and combination of policy subjects,policy instruments,and policy objectives within the provincial government's social work service stations construction policies.[Result/Conclusion]The findings reveal that:(1)Policy subjects demonstrate joint promotion by govern-ment and social organizations,but with varying degrees of participation;(2)Policy instruments exhibit a tendency towards prioritizing environmental-type instruments,supplemented by supply-type instruments,while neglecting demand-type instruments;(3)There is a lack of top-level vision design for policy objectives.Accordingly,policy planning suggestions for enhancing the quality and efficiency of social work service stations construction in the new era are proposed,including deepening multi-dimensional interaction between government and society to ex-plore sustainable development paths,rationally configuring policy instruments to meet the needs of the new era,and cultivating service-oriented governance to outline a top-level development vision.关键词
