A Comparative Analysis of the Artificial Intelligence Strategic Policies of the EU and the US under the Three-Dimensional Framework of"Subject-Tool-Effectiveness"

Abstract
[Purpose/Significance]Artificial intelligence has now become a global strategic competition fo-cus.Countries are competing to formulate policies to seize the initiative.This study aims to compare and analyze the characteristics and trends of the EU and US artificial intelligence strategies,gain insights into international leading trends,and draw lessons from them.Ultimately,it aims to provide valuable theoretical support and prac-tical references for the formulation and optimization of China's artificial intelligence strategy policies.[Method/Process]From a comparative perspective,taking the EU and US artificial intelligence strategy policy texts as the objects,LDA topic analysis,policy tool analysis,and PMC index model are used to quantitatively analyze the focus,implementation points,and effectiveness of the EU and US artificial intelligence strategies,and to analyze the reasons for the differences in the EU and US artificial intelligence strategies.[Result/Conclusion]In terms of artificial intelligence policy themes,the EU is more focused on institutional regulation,while the US artificial in-telligence strategy themes are more diverse.In terms of policy tool selection,the EU prefers environmental tools,emphasizing achieving goals by shaping the industrial environment,while the US is more balanced.In terms of policy effectiveness,due to its greater focus on regulatory supervision and the formal introduction of the Artificial Intelligence Act,the overall policy effectiveness of the EU is better than that of the US.Therefore,in formulating China's artificial intelligence strategy,it should be based on the current development status and goals,with the goal of coordinating development and security.On the basis of learning from the experiences of the EU and the US,it should accelerate policy innovation and formulate a"Chinese model"that is in line with the development of the artificial intelligence industry.关键词
