Abstract
[Purpose/Significance]Artificial intelligence(AI)has become the focal point of international technological competition.A systematic analysis of AI policies in the United States can offer valuable insights for China's AI policy formulation.[Method/Process]Focusing on 22 U.S.AI policy documents,this study quantitive-ly examines artificial intelligence policy across three analytical dimensions:policy instrument mining,industrial value-chain analysis,and PMC index evaluation.[Result/Conclusion]The fingdings reveal that U.S.AI policies primarily employ supply-oriented and environmental-oriented policy tools.These policies mainly target two stages of the industrial value chain:technology deployment and application promotion,model development and technol-ogy implementation.The policy PMC index model ratings are all good or above.Changes in similar policy ratings and differences in current government key policy evaluations reflect the gradual exploration process of U.S.AI policies and the cautious attitude toward regulating emerging technologies.The formulation of AI policies in our country should focus on the balance of policy tool application and its connection with the industrial value chain.At the same time,we should explore the governance of emerging technologies that are compatible with technology regulation and innovation incentives,continuously improve the artificial intelligence policy system,and support the vigorous development of the AI industry.关键词
