Abstract
[Purpose/Significance]Improving the talent incentive system for national laboratories is critical to building a national laboratory system with distinctive Chinese characteristics.This study analyzes the difficul-ties in the formulation and implementation of China's national laboratory talent incentive policies and provides recommendations for optimizing the system.[Method/Process]Adopting institutional logic theory,this study investigetes the divergent institutional logics among key stakeholders in the talent incentive system.Through field studies and interviews with four national laboratories in Beijing,this study examines how these differing logics contribute to challenges in policy implementation.[Result/Conclusion]The findings reveal that the central gov-ernment,local governments,national laboratories,and individual talents all follow different behavioral logics,resulting in the dilemma of the connection between national talent incentive policies and local implementation,the mismatch between local policies and national laboratory incentive needs,and the institutional dilemma of the mismatch between national laboratory management and individual incentive needs.To further improve the talent incentive policies of national laboratories,it is necessary to better coordinate and balance the relationship between the central and local governments,enhance the pertinence of policy design and implementation,and strengthen the spiritual incentives and organizational identity construction of national laboratory talents.关键词
