摘要

Abstract

Secondary vocational education in China,as the fundamental component of modern vocational education system,has developed in parallel with economic system reform,industrial upgrading and social transformation.Since the reform and opening-up in 1978,the evolutionary process of secondary vocational education in China can be divided into four stages:structural adjustment(1978-1991),vigorous development(1992-2000),system optimization(2001-2012),and quality improvement and excellence cultivation(since 2013).The study finds that policy changes in secondary vocational education have always followed the logic of serving economic development and promoting industrial upgrading,adhered to the logic of adjusting employment functions and deepening diversified relationships,promoting coordinated development of educational structures and optimizing functional positioning of vocational education.While achieving historic achievements such as scale expansion,system construction,and connotation improvement,it also faces challenges such as social recognition and industry-education integration.In the context of building a powerful educational country,secondary vocational education should firmly position its type,deepen system construction,continuously improve quality and cultivate excellence,explore paths of"integrated development"and"coordinated training",and forge a path of high-quality development characterized by"fewer but better".
