开发区升格能驱动长江经济带城市碳排放绩效提升吗?
Can development zone upgrading drive improved carbon performance in cities in the Yangtze River Economic Zone:A quasi-natural experiment from the implementation of provincial development zone upgrading policy

Abstract
"Getting the incentives right"is essential for narrowing the regional development gaps and promoting a green and low-carbon transition,and constitutes an important region-oriented policy tool currently adopted in the Yangtze River Economic Belt.The policy of upgrading development zones plays a crucial role in regional coordination,and if it effectively aligned with the"peak carbon and carbon neutrality"goals,it can exert a significant impact on the protection of the Yangtze River,the construction of the Yangtze River Economic Belt and the high-quality development of the Yangtze River Basin.Based on a quasi-natural experiment on the upgrading of provincial development zones in 2009,this paper employs a difference in difference(DID)approach to investigate the impact of such upgrading on the carbon performance of cities in the Yangtze River Economic Belt.The empirical analysis found that the upgrading of provincial-level development zones to national-level development zones led to a significant increase in urban carbon emission performance,and this conclusion remains robust after considering identification assumption and a set of potential confounding factors.Moreover,a heterogeneity analysis suggests that upgrading policy support signals should favour long upstream areas and areas with a low degree of marketisation,and enhance regulation of projects in those high-risk areas such as real estate and steer those foreign direct investment projects towards green industries.This study reveals the underlying mechanism through which upgrading policies to promote urban carbon-emission performance,and provides empirical evidence for the long-term positive signaling effect of such policies.关键词
