数据财政视角下公共数据资本化路径研究
Research on the path of public data capitalization from the perspective of data finance
摘要
Abstract
In the context where data elements are identified as a new factor of production and now participates in value distribution,public data has become a key force driving innovation and development.The theories,pathways,and the linkage between public data capitalization and data finance have emerged as critical topics requiring in-depth exploration.This paper innovatively constructs a"three-tier market"framework for data finance,comprising a market for data resource aggregation and governance,a market for data resource transfer and product circulation,and a capitalization market that reflects the financial attributes of data assets.The findings indicate that public data,through structural separation and rights confirmation,can be valorized in the"three-tier market"and achieve a value leap through capitalization in the tertiary market.Currently,public data capitalization primarily relies on indirect financing,such as bank credit,mainly within the fields of urban governance,transportation,and financial services.In the future,the development of direct financing mechanisms such as data asset equity valuation and securitization,should be explored to deepen the financing function of data assets.This study not only provides theoretical support for ongoing reforms promoting the market-oriented allocation of public data but also opens new avenues for governments seeking to transform fiscal growth models.Accordingly,the study offers insights into optimizing capitalization operations and trading mechanisms,improving data pricing and value-added income distribution mechanisms,cultivating data factor markets and related services,and improving legal and administrative frameworks.关键词
