Optimization of the Layout of the State-Owned Economy and Coordinated Development of Future Industries:Mechanism Design and Effect Analysis

Abstract
Under the strategic deployment of accelerating the modernization of industrial systems,it is crucial to leverage the strategic supporting role of the state-owned economy in future industries.To achieve coordinated development between state-owned economic layout optimization and future industries,this paper constructs a three-type heterogeneous enterprise DSGE model encompassing both traditional and future industries.By designing a heterogeneous capital participation mechanism and a heterogeneous enterprise profit-sharing mechanism,we systematically analyze how state-owned economic layout optimization promotes future industrial development.The findings reveal that these mechanisms effectively mitigate the crowding-out effect in future industries,facilitating the gradual transfer of high-efficiency state-owned capital from traditional to future industries,thereby optimizing the state-owned economic layout.However,the reallocation of state-owned capital may still compress the survival space of private enterprises through the"siphon effect".To foster synergy between state-owned economic layout optimization and future industrial development,we propose establishing a dynamic entry-exit mechanism for state-owned capital,constructing multi-entity participation and profit-sharing mechanisms while enhancing support for private enterprises in both traditional and future industries.关键词
