Promoting the Orderly Gradient Transfer of Domestic Industries:Model,Challenge,and Mechanism Construction

Abstract
Promoting the orderly transfer of domestic industries is an important way to optimize the spatial distribution of industries and promote the coordinated development of regions.It is also a pressing necessity to ensure the security and stability of both the industrial and supply chains while building a modern industrial system.In the face of the new international and domestic economic landscape,this paper constructs a"theory-model-effect"framework and categorizes the driving forces behind domestic industrial gradient trans-fer into five types:cost-driven,technology-driven,industrial chain layout-driven,"enclave"cooperation-driven,and external factor-driven models.Currently,the orderly transfer of domestic industries still faces many obstacles,including inadequate infrastruc-ture and support in the central and western regions,administrative barriers and local protectionism between regions,as well as external pressures on the transfer of domestic industries.To further facilitate the orderly gradient transfer of domestic industries and optimize the industrial spatial layout,the establishment of robust cooperation mechanisms for industrial transfer should be strengthened.This paper proposes several countermeasures and suggestions,including improving the domestic unified market,establishing a benefit-sharing mechanism between transferring and receiving regions,innovating inter-regional industrial transfer cooperation mechanisms,exploring cross-regional mechanisms for transferring scientific and technological achievements,and implementing localized and classified poli-cies.These recommendations aim to serve as a reference for promoting the orderly gradient transfer of domestic industries.关键词
