The Impact of Pilot City Policies for Sports Consumption on the Development of Local Tertiary Industry:Empirical Evidence from 286 Cities

Abstract
The policy of pilot cities for sports consumption is not only a key driver for boosting sports consumption,but also an important engine for activating the vitality of the tertiary industry.Based on the panel data from 286 cities in China between 2016 and 2022,a difference-in-differences model was constructed by treating the policy of pilot cities for sports consumption as a quasi-natural experiment to empirically test its impact on the development of the local tertiary industry.The research results show that the policy of pilot cities for sports consumption significantly promotes the development of the local tertiary industry,and this conclusion still holds after multiple robustness tests.The heterogeneity analysis further revealed that,in terms of regional grouping,the policy of pilot cities for sports consumption has the most significant promoting effect in the eastern region,followed by the central region,while it is not significant in the western region.In terms of urban hierarchy,the policy effects in central cities are significant,while those in peripheral cities are not so obvious.It is suggested that the pilot policies be implemented in a way that suits local conditions to enhance their effectiveness;the digital infrastructure be improved to promote the integrated development of"sports+digital";the policy implementation mechanism be refined to optimize the promotion path and evaluation mechanism.关键词
