摘要
Abstract
In the context of carbon peak and carbon neutrality,determining the optimal strategy for managing carbon emission costs is a critical and timely issue in China.Based on the psychological activities of multi-party subject's benefit distribution,the tripartite evolutionary game model involving the government,enterprises,and the public is constructed.The model analyzes the evo-lutionary stable strategies and the influence of key parameters on these strategies.Utilizing Vensim simulation software,we conduct numerical simulation experiments.The results demonstrate that increasing penalties for corporate pollution negligence and subsi-dies for public supervision can significantly enhance the environmental behaviors among enterprises and the public,which can ef-fectively reduce carbon emission governance costs.Consequently,governments should refine penalty and subsidy mechanisms to incentivize corporate emission reduction measures and encourage active public participation in oversight,so as to achieve cost-effi-cient carbon emission governance.关键词
