我国科技智库职能共识及强化举措探讨
The Consensus and Enhancement Strategies of the Functions of China's Science and Technology Think Tanks

Abstract
[Research purpose]The maturity of science and technology think tanks can be regarded as an indicator of a country's level of science and technology decision making consultation.Research on enhancing the functions of such think tanks not only helps maximize their contribution to policy making support,improving core capabilities,but also offers strategic guidance for their own development.Furthermore,it can deepen the understanding of science and technology think tanks across various sectors of society.[Research method]Focusing on strengthening the functions of China's science and technology think tanks,this study designed a questionnaire covering both think tank development and the exercise of their functions.The participants were scientific researchers or management staff with experience in consulting.Through questionnaires and expert consultations,the study collected researchers'views on the value and implications of think tank functions,as well as factors constraining their performance.Integrating qualitative and quantitative analysis,the research identified areas of consensus and put forward recommendations for improving the functional effectiveness of science and technology think tanks.[Research conclusion]The findings indicate that providing advisory services for government decision making is widely recognized as the primary function of science and technology think tanks.Inadequate communication channels with decision-making bodies stand out as the main factor limiting think tank's effectiveness.The study proposes six measures to strengthen the functions of science and technology think tanks—fostering an open,inclusive,and rigorous research ecosystem,developing a distinctive research system,conducting organized research,refining research methodologies,strengthening the management of research organizations,and promoting international exchanges—to contribute to sci-tech self-reliance and self-strengthening at higher levels.关键词
