Research on National Competitive Intelligence in Science and Technology Security Under the Holistic Approach to National Security

Abstract
[Purpose]Guided by the holistic approach to national security,this paper focuses on the system construction and operation mechanism of national competitive intelligence in the field of science and technology security,aiming to construct a scientific theoretical a-nalysis framework,systematically analyze the main content and system of national competitive intelligence in the field of science and tech-nology security,and explore the policy path to promote the transformation of science and technology intelligence agencies from"informa-tion"to"intelligence".[Method]Based on the evolution logic of national competitive intelligence,this paper starts from the generation logic of intelligence and constructs a research framework of national competitive intelligence in the field of science and technology security covering five dimensions:intelligence needs,intelligence objects,intelligence content,intelligence methods and intelligence applications,focusing on core issues such as"why research,what to research,how to research,and who to serve".[Result/Conclusion]National competitive intelligence in the field of science and technology security demonstrates characteristics of"high sensitivity,strong strategic ori-entation,cross-domain intersection,and multi-dimensional integration."Its main content includes analysis of the national science and technology overall environment,global science and technology competitive structure,factors constraining domestic science and technology development,external conditions for national science and technology,and national science and technology competitiveness.In terms of system construction,it is necessary to build a systematic intelligence system from the dimensions of intelligence collection system,analysis method,application path,and guarantee mechanism,and create a policy environment that encourages the deep participation of science and technology intelligence think tanks through institutional construction and policy promotion.The theoretical framework and system design constructed in this study provide theoretical support and policy recommendations for improving my country's science and technology securi-ty governance capabilities and transforming the national intelligence system,which has important strategic significance and practical value for maintaining national science and technology security and promoting the construction of a strong country in science and technology.关键词
