Consensus and Divergence Between U.S.and U.K.Strategic Communities on Science and Technology Policies Towards China:A Narrative Mining Analysis Based on RELATIO Text Semantic Capture(2021-2025)

Abstract
[Purpose]A comparative analysis of the U.S.and the U.K.strategic communities'science and technology policies towards China from a narrative mining perspective not only provides a deeper understanding of their narrative logic and stances,but also identifies the future trends of their alliance's science and technology policies,offering valuable insights and references for China to overcome western technological blockades and construct a strategic narrative discourse system.[Method]The study employs the RELATIO text semantic capture tool to conduct semantic role labeling and triplet relationship extraction on a self-built corpus,followed by visualization.By analy-zing narrative entities and their action networks,the study explores the narrative subjects and frameworks of the U.S.and U.K.strategic communities'science and technology policies towards China from 2021 to 2025,revealing the consensus and divergence in their approa-ches.[Result/Conclusion]The study finds that the consensus between the U.S.and U.K.strategic communities lies in framing technol-ogy competition within a geopolitical context,employing diverse policy tools,and constructing alliance narratives.The divergence lies in the U.S.'s greater focus on the challenge posed by China's technological advancement to its global hegemony,stressing military security and favoring coercive measures,while the U.K.concentrates on the impact of China-Russia relations on Europe,emphasizing territorial and economic security,and prioritizing regional security balance.关键词
