Abstract
[Purpose]The U.S.Coast Guard,with over 230 years of development,has established a distinctive intelligence system char-acterized by a unique organizational structure and operational mechanisms.Systematic analysis of its historical evolution,organizational framework,and operational principles provides valuable reference for advancing China's maritime intelligence capabilities.[Method]This study integrates historical and structural-functional analysis to trace the evolution of the U.S.Coast Guard intelligence system,examine its organizational structure,operational mechanisms,and cultural foundations,and analyze its core principles and representative cases.The research explores how the U.S.Coast Guard achieves modernization and specialization of intelligence through top-level design,institu-tional innovation,and technological advancement.[Result/Conclusion]The U.S.Coast Guard intelligence system is built on a network of headquarters,regional commands,field units,operates by combining national intelligence and law enforcement intelligence,and in-tegrates strategic and operational operation.This experience highlights the necessity of balancing top planning with bottom innovation,and fostering coordinated development of culture,human capital,and technological capabilities,offering significant insights for the improve-ment of China's maritime intelligence system.关键词
