Investment Discourse Communication and Power Analysis in the CHIPS Act of the United States

Abstract
[Purpose]This study analyzes the semantic interactions and power games among three discursive power subjects—think tanks,media,and legislative bodies—around the issue of"investment"in the formulation of the CHIPS Act.It aims to explore the underlying drivers of semantic homogenization and variation,providing a theoretical reference for understanding the construction of science and tech-nology policy discourse and the operation of power.[Method]This study constructs a three-dimensional analytical framework encompass-ing"micro-textual analysis,meso-discursive practice,and macro-social practice."Using a self-compiled corpus and the Wmatrix se-mantic annotation system,it conducts analyses of semantic domains,high-frequency words,and collocations,as well as intertextuality tracking across three types of discourse,thereby revealing the dynamic communication pathways of core semantics within chip investment discourse.[Result/Conclusion]The study reveals significant semantic homogenization across the three text types within the"investment"semantic domain,particularly emphasizing the strengthening of semiconductor manufacturing and the elevation of technological sovereign-ty.However,notable semantic variations were identified:Think tanks,driven by strategic rationality,framed"investment"as a tool for U.S.-China technological sovereignty competition and a balance between security/benefit trade-offs.Media,constrained by functional limitations,simplified"investment"into an economic input to resolve supply chain shortages and a symbol of crisis.Legislative bodies,through institutional design,codified"investment"as a compliance behavior prioritizing national security.This variation is rooted in the functional disparities and resource endowments of the discursive actors.Its deeper logic lies in the"security-first"logic superseding eco-nomic rationality within the context of technological sovereignty competition.Ultimately,the legislative process established the core pri-macy of the national security principle.关键词
