Abstract

Water-saving benefits serve as a crucial driver for promoting regional water saving,and this driving force can be specifically manifested through the positive impact of water saving in various water-use sectors such as agriculture,industry,and residents' daily life.To measure the comprehensive benefits of water saving,it is necessary to consider the various comprehensive benefits brought to the region and society by its economic,social,and ecological functions.Taking Guangdong Province,located in the humid region of South China,as an example,this study selected indicators from three dimensions,including economy,society,and ecological environment and constructed an evaluation index system of water-saving comprehensive benefits by using the analytic hierarchy process(AHP).It separately measured and comprehensively evaluated the benefits of agricultural water saving,industrial water saving,and domestic water saving.Furthermore,multiple linear regression was employed to explore the driving effects of resource endowments and socioeconomic factors on these water-saving benefits.The results show that:① there are differences in the comprehensive water-saving benefits among various cities.The water-saving benefits are relatively high in regions such as the Pearl River Delta and Shantou,while they are relatively low in Heyuan,Shaoguan,and Meizhou in northern Guangdong.The endogenous driving force for water saving is relatively weak,and it is necessary to enhance the water-saving benefits through diverse means and strengthen the water-saving motivation of water users.② Per capita GDP and comprehensive water use efficiency both exhibit a significant positive correlation with water-saving benefits.The improvement of economic development level and water utilization efficiency will enhance the benefits of water saving,whereas the per capita water use indicators show a significant negative correlation with water-saving benefit,which indicates that the strength of water resource scarcity has a significant impact on water-saving benefits.As a region experiences greater water scarcity,the value of its water resources increases,and the benefits derived from water saving grow.Consequently,this creates a stronger motivation for adopting water-saving measures and implementing water-saving initiatives.③Water-saving benefits show logarithmic growth with the increase in regional GDP,and the marginal benefits gradually decrease.It is illustrated that there are differences in the water-saving benefits of cities in different stages of economic development.Especially for cities with a higher GDP,saving a single cubic meter of water generates significant economic benefits,thereby obtaining more economic benefits for the same amount of water saved.The unit value of water resources gradually rises and finally tends to be stable with economic development.Therefore,it is imperative for humid regions to enhance the endogenous driving force of water saving in line with local conditions,formulate reasonable and feasible water saving targets corresponding based on different levels of water saving benefits,and implement tailored water saving strategies,such as strengthening publicity efforts to enhance water saving awareness,improving the water-saving reward mechanism,widening the water price gap between high water-consuming industries and other industries,and increasing the weight of sewage treatment fees in water prices to force the adoption of water-saving behaviors.Water-saving practices can promote regional economic development and the transformation and upgrading of industrial structures,enabling the efficient utilization of water resources while effectively protecting the ecological environment.
