总体国家安全观下中国海外能源利益保护问题探析
Analysis on the Protection of China̍s Overseas Energy Interests from a Holistic Approach to National Security
摘要
Abstract
China has become a major power with substantial overseas energy interests.Against this backdrop,a holistic approach to na-tional security offers a new perspective for examining China̍s overseas energy interests,a new analytical tool for assessing the related risks,and a new guideline for safeguarding these interests.To protect China̍s overseas energy interests,it is necessary to recognize their dual"hard"and"soft"dimensions and their close linkage with security in various domains.This requires a comprehensive evalu-ation of external risks and internal challenges,a unified understanding of the challenges to territorial and national security,a systematic review of traditional and non-traditional security threats,an in-depth analysis of development-related issues and security risks,and an overall assessment of the challenges to China̍s and shared security.It also demands coordinated consular and military protection,mutu-ally reinforcing official and societal protection,complementary hard-power and soft-power protection,synergistic national and interna-tional cooperation,and the joint support of legal guarantees and publicity and education.关键词
