Experiments and Challenges in Achieving a Just Energy Transition in the Global South Countries:A Case Study of South Africa

Abstract
"Just Energy Transition"has emerged as a core issue in global climate and energy governance.The understanding of this concept among countries in the Global South reflects perspectives distinct from those of the Global North highlighting the protection of energy security,promotion of orderly transition,and acceleration of industrial upgrading.These nations advocate for fairness and justice in energy development and global governance from both the South and North-South relational angles.This paper systematically examines the practices in advancing a just energy transition by taking South Africa as a case study.The country has made considerable progress by establishing a dedicated governance mechanism and policy system,and securing international financing through the Joint European-Triad Partnership(JETP)framework to implement transitional projects.However,its policy implementation has been volatile,and consequently the scale and utilization of international funds have yet to meet expectations.Currently,South Africa continues to face multiple challenges in its transition,including long-standing structural constraints on energy security,domestic disagreements over the pathways of transition,insufficient willingness and capacity of key actors,obstacles in renewable energy development,and systemic is-sues related to power asymmetry and institutional deficiencies with JETP cooperation framework.Drawing on South Africa̍s experi-ences,it is advisable for countries in the Global South to adhere to the logic of"establishing the new before abolishing the old",strengthening multi-level governance and capacity-building to better navigate the complexities and uncertainties inherent in the process.At the same time,China should further expand practical cooperation with the Global South partners in areas such as the co-development of clean-energy supply-chain networks,technology transfer,and green-transition planning.Such efforts would jointly promote a more equitable and inclusive global energy governance architecture.关键词
