数字治理、农民收入与扩大内需三者关系研究
Research on the Relationship Among Digital Management,Farmers' Income and Expanding Domestic Demand

Abstract
Digital governance represents a critical direction of China's governmental reform,while expanding domestic demand constitutes the strategic cornerstone for building a new development paradigm.Taking the"Internet Plus Government Services"pilot program as a quasi-natural experiment,this study utilizes panel data from 1,297 counties across China over the period 2012-2020 and applies a difference-in-differences approach to examine the impact of digital governance on the expansion of domestic demand and its underlying mechanisms.The results show that digital governance,as exemplified by the"Internet Plus Government Services"pilot,significantly increases farmers'consumption levels and effectively expands domestic consumption demand.Mechanism tests indicate that this policy promotes the expansion of domestic demand primarily by raising farmers'income.Further analysis reveals that the demand-stimulating effect is more pronounced in counties with higher levels of economic development and lower fiscal pressure.Based on these findings,the study proposes policy recommendations including comprehensively enhancing governmental digital governance capacity to advance the development of a service-oriented government,promoting income growth and burden reduction for farmers to strengthen consumer confidence,and adopting differentiated,region-specific policy measures to precisely stimulate domestic demand.关键词
