Abstract
Based on new institutionalism,resource dependence,and dynamic capability theories,this study constructs a three-dimensional"institution-resource-behavior"framework to systematically explore the constituent elements,generative logic,and optimization paths of the digital competency of grassroots civil servants in the context of digital government development.The research finds that grassroots civil servants face multi-dimensional dilemmas,including insufficient institutional adaptability,low efficiency in resource integration,and a lack of motivation for behavioral innovation,leading to a prominent phenomenon of"digital suspension."To address these issues,the study proposes:in the institutional dimension,balancing policy implementation tensions through rule constraints and flexible spaces to strengthen digital regulation execution capability and normative adaptation capability;in the resource dimension,overcoming technological empowerment bottlenecks through collaborative integration to enhance digital resource insight capability and collaborative innovation capability;in the behavioral dimension,driving capability iteration through scenario-based innovation and feedback mechanisms,thereby constructing a closed-loop evolution mechanism of"institutions anchoring resource allocation-resources supporting behavioral practices-behaviors feeding back into institutional optimization."Ultimately,a digital competency model for grassroots civil servants is constructed,comprising 3 first-level indicators,9 second-level indicators,and 18 third-level indicators,providing a systematic analytical tool and practical guidance for resolving capability disconnects in the modernization of grassroots governance.关键词
