Abstract
Focusing on the construction of a selection and cultivation system for young officials in the new era,this study takes City Z in eastern China as an example to construct an innovative"Three-Dimensional Synergy"model,systematically optimizing the entire"assessment-cultivation-placement"management chain for officials.Based on the construction of a competency model,this framework integrates the interpretation of policy principles,theoretical analysis,and practical research to establish selection and cultivation criteria covering three dimensions—internal drive,thinking capacity,and execution capability—comprising 7 core indicators.It utilizes dual-track"online+offline"assessment tools to achieve multi-dimensional capability evaluation and personality trait analysis.Relying on individual and group profile reports,dynamic growth records,and an intelligent matching platform,it constructs a dynamic management system for the growth of young officials.Practice shows that this model helps enhance the systematicness,scientificity,and standardization of official selection and cultivation,providing a replicable theoretical framework and practical paradigm for building a contingent of young officials at the county level.关键词
