摘要

Abstract

As a remedy system,the official rights and interests protection system takes safeguarding the legitimate rights and interests of official,correcting deviations and errors,and providing compensation as its core functions.Since the founding of the People's Republic of China,this system has gone through four stages:the initial establishment stage,the restoration and reconstruction stage,the rapid development stage,and the systematic reform stage.With the continuous improvement of the legal and regulatory framework,the gradual expansion of the scope of rights remedy,the increasingly refined handling procedures,and the standardized development of institutional setup,the system has demonstrated four basic characteristics:adhering to the people-oriented principle,emphasizing fairness,responding promptly to the practical needs of work,and clarifying the rights and responsibilities of relevant subjects.It has not only effectively safeguarded the legitimate rights and interests of officials,but also stimulated their work enthusiasm and creativity,making positive contributions to improving the quality of public services and promoting social harmony and stability.
