Constructing a Talent Identification Model Incorporating Political Literacy for State-Owned Enterprises

Abstract
Focusing on talent team building in state-owned enterprises in the new era,this study takes state-owned enterprise M as a case study to construct a talent identification model that incorporates political literacy.Based on the decomposition of corporate strategic objectives,the model establishes political literacy as a core dimension,integrating it with professional competence,performance level,potential,and career inclination to form a multi-dimensional assessment system.It employs a comprehensive set of tools,including self-developed political literacy and professional competence scales,the Hay Group job evaluation method,360-degree evaluation,learning agility assessments,and MBTI career inclination tests,to achieve precise talent identification and classification.Through a"performance-competence-potential"nine-box grid output,the model sets qualified political literacy as a prerequisite for talent development,reinforcing the principle of Party management over talent and governance requirements with Chinese characteristics.The research demonstrates that this model effectively enhances the scientific and systematic nature of talent decision-making in state-owned enterprises,providing an operable theoretical framework and methodological support for talent management practices amid the deepening reform of state-owned assets and enterprises.关键词
