Analysis and Implications of the Development of Japan's Labor Immigration System
摘要
Abstract
This article systematically examines the development process and reform logic of Japan's labor immigration system,analyzing its evolutionary characteristics and driving factors,while deriving insights for China.The study finds that Japan's labor immigration system has undergone phased transformations—from the trainee program and technical intern training program to the specified skills system and the cultivation-based employment system—reflecting a trend of gradually improving treatment for foreign workers,strengthening rights protection,and deepening collaboration with source country governments.These system changes are driven by practical needs such as demographic optimization,labor supply security,and maintaining the social security system,while also being constrained by conservative political forces and the homogeneous national cultural environment.Drawing from Japan's experience,China should enhance the foresight in immigration policy formulation,improve the protection mechanisms for foreign workers' rights,establish a clearly structured policy system,promote international cooperation in immigration management,and facilitate the social integration and cultural adaptation of foreign workers to address demographic changes and labor supply-demand challenges.关键词
