瑞士MIDATA健康医疗数据合作社的运行实践与经验启示
Operational Practices and Enlightenment from the MIDATA Healthcare Data Cooperative in Switzerland
摘要
Abstract
Achieving a balance between the exploitation of the value of healthcare data and its security and protection is a core issue of healthcare data governance in all countries.Summarising the extra-territorial experience of healthcare data governance can provide certain reference and inspiration for regulating China's healthcare data utilisation activities and realising the construction of Healthy China.Focused on a specific healthcare data governance programme,the MIDATA Healthcare Data Cooperative in Switzer-land,its background,operational objectives,participating subjects,operational processes and privacy governance were systematical-ly analyzed.And the details of the MIDATA Healthcare Data Cooperative's practical achievements in pollen allergy and suicide pre-vention were analyzed.Based on which,corresponding suggestions for improvement were put forward in the light of the problems ex-isting in the development and utilisation of healthcare data in China,including the introduction of healthcare data co-operatives,the establishment of a data governance committee dedicated to overseeing the utilisation of healthcare data,and the construction of multi-stage,dynamic informed consent rules that are more transparent and with stronger individual self-determination.关键词
