摘要

Abstract

Objective To construct a scientific performance evaluation index system for chief physicians,providing references for the improvement of the existing evaluation system in terms of dynamic adaptability and index scientificity.Methods Guided by the Balanced Scorecard theory and the responsibilities of attending physicians,an initial indicator pool was constructed through lit-erature review and semi-structured interviews.The Delphi method was then applied to refine the index system,followed by the Analytic Hierarchy Process(AHP)to determine indicator weights.Results A total of 167 pieces of literature were included,and 15 experts were interviewed.In the two rounds of the Delphi method,a total of 15 experts were consulted,and the recovery rate was 100%in both rounds.The expert authority coefficients were 0.82 and 0.85 respectively,and the coordination coefficients were significant(Kendall's W=0.30~0.38,P<0.01).Finally,a performance evaluation system for chief physicians was formed,which includes 4 first-level indicators,11 second-level indicators,and 42 third-level indicators.The four first-level indicators are the business dimension,financial dimension,development dimension,and patient service dimension,with weights of 0.23,0.15,0.36,and 0.26 respectively.Conclusion:The performance appraisal system for chief physicians in this study has a high degree of fit with the responsibilities of chief physicians.It promotes the coordinated development of chief physicians in four dimensions:clinical work,teaching,scientific research,and management.It responds to the theoretical and practical needs of chief physicians' transformation from technical authorities to comprehensive managers.The integration of the Balanced Scorecard theory helps to decompose the strategic objectives of the hospital into actionable team management behaviors,thus facilitating the unification of individual value,team value,and organizational goals.The high level of enthusiasm,authority,and opinion coordi-nation among experts provide support for the scientificity and reliability of the indicator system.The weight distribution by experts can be regarded as a translator between national policies and hospital practices.Its core logic can be summarized as follows:taking policy compliance as the bottom line,patient safety as the foundation,and specialty development and scientific research innovation as the two wings to drive the transformation of the hospital from scale-driven to quality-driven.
