基于同构标杆分析的长三角地区医疗资源配置优化研究
Optimization of Healthcare Resource Allocation in the Yangtze River Delta Region Based on Homogeneous Bench-marking Analysis

Abstract
Objective To optimize the healthcare resource allocation efficiency and equity in the Yangtze River Delta region,provide decision-making support for regional resource coordination,and enhance the resilience against public health emergen-cies.Methods Based on the principles of centralized Data Envelopment Analysis(DEA),a homogeneous benchmarking analysis model was constructed.Under the premise of homogeneous environment and structure across the Yangtze River Delta,bidirectional optimization was performed using all cities in the region as the reference set.The effectiveness was validated using the CCR mod-el,while the Coefficient of Variation(CV)was employed to measure regional dispersion.Results After optimization,the overall regional efficiency significantly improved.The efficiency compliance rates for cities in Jiangsu,Zhejiang,Shanghai,and Anhui rose from 15％,64％,25％,and 25％pre-adjustment to 100％post-adjustment,respectively.In low-dispersion areas,continuous optimization in dispersion showed in Jiangsu(decreasing from 52.49％to 52.09％),while increased centralization ex-hibited in Shanghai(rising from 59.45％to 59.57％).High-dispersion areas showed reverse regulation,and polarization inten-sified in Zhejiang and Anhui(increasing from 68.72％and 71.90％to 68.78％and 72.16％,respectively).Conclusion The homogeneous benchmarking analysis model synchronizes the efficiency improvement and equity optimization through differentiated constraints,providing a quantitative tool for spatial restructuring of regional healthcare resources.To address allocation imbal-ances,differentiated coordination mechanisms need to be established based on the attributes of resource scarcity and dispatch costs to enhance the resilience of China's public health emergency management system.关键词
