我国公共卫生机构"公益一类保障和公益二类管理"政策执行制约因素分析
Analysis of the Restrictive Factors of the"Public Welfare First-Class Guarantee and Public Welfare Second-Class Management"Policy for Public Health Institutions in China
摘要
Abstract
Objective To explore the restrictive factors of the execution of the policy"public welfare first-class guarantee and public welfare second-class management"for public health institutions in China,and provide reference for promoting the further execution of this policy.Methods Relevant policy documents issued by the Central Government of China and other governments of the pilot provinces and cities since 2003 were retrieved,and relevant literature was retrieved from CNKI,Wanfang,VIP and other databases.The Mitter-Horn model was used to explore the policy constraints from six aspects of policy goals and standards,poli-cy resources,implementation methods,characteristics of implementation institutions,value orientations of executors,and system environment.Based on which,some countermeasures were provided.Results The policy has made some progress in practice,but there had six factors of unclear policy objectives and standards,imperfect policy resources,differences in the capabilities of the execution agencies,deviation of values of implementors,unimproved policy system environment,which interweave and jointly af-fect the policy execution effect.Conclusion To further implement the policy of"Public Welfare First-Class Guarantee and Public Welfare Second-Class Management"for public health institutions,it is needed to strengthen the top-level design of policies and improve assessment and evaluation standards,perfect the policy supporting resources,explore multiple ways to execute,clarify the public nature of the executing institutions and intensify positive incentives,implement the policy of prevention first and enhance social identity of the executors,and optimize the policy system environment.关键词
