Assessment and Optimization of Rescue Force Effectiveness in Extremely Complex Scenarios:A Case Study of the 2025 Myanmar M7.9 Earthquake

Abstract
An in-depth investigation is constructed into the assessment and optimization of rescue force effec-tiveness in extremely complex scenarios,employing the 2025 Myanmar M7.9 arthquake rescue as a case study.Following the earthquake,which resulted in severe casualties and infrastructure damage,international rescue efforts were confronted with numerous challenges,including complex geographical conditions,fragile local infrastructure,and ongoing political conflicts.Against this backdrop,a comprehensive evaluation index system designed to assess rescue force effectiveness is established across four key dimensions:response capability,operational capability,sup-port capability,and environmental adaptability.Utilizing the Analytic Hierarchy Process(AHP)and fuzzy compre-hensive evaluation model,a quantitative assessment of rescue force effectiveness is performed.The results indicate that the overall effectiveness of international rescue forces reached a satisfactory level,with a composite score of 0.741.Furthermore,the research identifies information transmission efficiency,medical resource coverage,and ter-rain adaptability as the critical factors influencing rescue effectiveness.Through the optimization of rescue force al-location,there is potential to enhance rescue effectiveness by 9.9%.Based on the insights derived from the rescue operations,a series of optimization strategies are proposed.These include the construction of more efficient infor-mation transmission channels,the pre-deployment of medical resources,and the development of specialized rescue equipment.These strategies aim to provide robust theoretical guidance and practical references for conducting res-cue operations in extremely complex scenarios.The importance of improving key factors are highlighted such as in-formation transmission,medical resource allocation,and terrain adaptability in future rescue efforts.By addressing these factors,it is anticipated that the effectiveness of rescue operations can be significantly improved,thereby en-hancing the overall capacity to respond to and manage major natural disasters in complex environments.关键词
