摘要

Abstract

Against the backdrop of the coordinated advancement of building a powerful country of education,science and technology,and industrial upgrading,the logic behind the relaunch of the second phase of"double-high plan"is reflected in its multi-dimensional drivers,including the political requirement to serve national strategies,the economic need to adapt to industrial upgrading,the educational appeal to achieve sustainable development,and the strategic initiative to enhance international influence.In terms of reform requirements,the second phase of"double-high plan"exhibits an overall trend of upgrading its goal orientation from"demonstration and leadership"to"strategic support",deepening its construction focus from"infrastructure development"to"mechanism innovation",advancing industry-education integration from"project cooperation"to"community building",shifting evaluation orientation from"process quantification"to"effectiveness and contribution",and moving digital empowerment from"tool application"to"ecosystem reshaping".To implement the second phase of"double-high plan"effectively,it is necessary to focus on five key pathways:enhancing the modernization level of governance capabilities,optimizing the dynamic structure of specialized clusters,innovatively cultivating"double-qualified"teaching staff,deepening the collaborative education mechanism through industry-education integration,and advancing the process of digital transformation and upgrading.Ultimately,a high-quality development system with sustainable evolution and strong structural resilience should be constructed.
