The impact of local government environmental target constraints on urban land green use efficiency

Abstract
Understanding how local government environmental target constraints influence urban land green use efficiency helps ad-vance coordinated development across the economy,society,and ecology.Based on environmental target data extracted from government work reports of 282 prefecture-level cities in China from 2003 to 2021,this paper applied a super-efficiency SBM model with unde-sirable outputs to evaluate green land use efficiency and used a difference-in-differences(DID)approach to estimate policy effects.The results showed that these constraints significantly improved urban green land use efficiency,with the conclusion confirmed through robustness and placebo tests.Further analysis revealed that the constraints drive green land use by enhancing environmental regulation and reducing pollution emissions.The effects also varied across regions.These findings highlight the need to reform ecological perform-ance assessments,refine regulatory tools,and tailor land use policies to regional characteristics to further boost urban green land use effi-ciency.关键词
