Legal Issues and Solutions Concerning the Realization of Collective Forest Assets'Value—In the Context of the Collective Forest Tenure Reform in Inner Mongolia

Abstract
Against the dual backdrop of legislative exploration and large-scale implementation,the realization of the value of collective forest assets in Inner Mongolia Autonomous Region faces practical challenges,including ambiguous positioning of asset utilization objectives,dys-functional market transaction mechanisms,and an underdeveloped long-term ecological compensation system.To address these issues,it is es-sential to define a new objective that integrates the protection,management,and utilization of collective forest assets;standardize the mecha-nism for resource allocation in the primary market and property rights transfer and trading in the secondary market of collective forests;under the reform of the"Separation of Three Rights"in collective forest tenure,clarify the scope of ecological compensation entities and recipients.Additionally,measures such as innovating performance evaluation mechanisms should be implemented to improve the ecological compensation system for collective forests.This approach will facilitate the realization of the value of collective forest assets while ensuring ecological security.关键词
