State-owned Enterprises in the Digital Economy:Theoretical Construction and Theoretical Innovation

Abstract
In the digital era,the global economy is undergoing accelerated restructuring,with state-owned enterprises(SOEs)deeply engaging in digital practices as a core player.However,related theories have not yet been thoroughly analyzed,highlighting a disconnection between theory and reality.Exploration is thus conducted from the perspectives of theoretical construction and innovation.In terms of theoretical construction,classic theories are integrated to establish a three-dimensional framework of competition,integration,and synergy,elucidating the functions of SOEs in the digital economy.In the competition dimension,SOEs enhance their business competitiveness and strengthen market order-building capabilities through digital business practices.In the integration dimension,the state-owned capital integrates with new business formats.This reconstruction empowers SOEs to achieve or-ganizational upgrades and improve efficiency of digital financial resource allocation.In the synergy dimension,SOEs,relying on digital industrial chains and platforms,establish a symbiotic and collaborative mechanism among diverse market entities,thereby improving the market economic structure.Re-garding theoretical innovation,it breaks through existing theories by focusing on the strategic value of SOEs within the Chinese context,expanding the traditional boundaries of Western economic theories concerning the dual economic and social values of SOEs.It establishes a progressive theoretical framework for digital layout optimization,risk governance,and ecological leadership,demonstrating the strategic value of SOEs in the digital era.Fur-thermore,by anchoring at the forefront of digital technology,it anticipates three major directions for theoretical innovation:the co-evolution of genera-tive artificial intelligence and the digital intelligence capabilities of SOEs,the mutually embedded symbiosis between the valorization of data elements and the governance efficiency of SOEs,and the coupling-driven digitalization of SOEs through the industrial internet.关键词
